Secretary Moses Carey

Secretary

Moses Carey Jr. was appointed by Gov. Bev Perdue to serve as the 17th Secretary of the Department of Administration and took his oath on March 1, 2010. He formerly served as Chairman of the N.C. Employment Security Commission, a post he held since January 2009.

Carey grew up in Tampa, Florida, and has lived in Chapel Hill since 1971. He has spent most of his professional career in public health in Florida and North Carolina. Carey served as executive director of Piedmont Health Services Inc. for 18 years until he retired in December 2004. He also was an administrator and Clinical Assistant Professor in the UNC School of Public Health, where he taught health law from 1981 to 1994. From June 2006-January 2009, he worked for the NCCU Department of Public Health Education under contract for the N.C. Health and Wellness Trust Fund.

Carey was elected to the Orange County Board of Commissioners in 1984 and served six terms, including eleven non-consecutive years as chairman. In 1993, he became the first African American elected to serve as the President of the N.C. Association of County Commissioners. He developed the first county human rights ordinance and department in North Carolina and initiated the satellite campus of Durham Technical Community College in Orange County, which opened for students in March 2008.

Carey earned his BS Degree in Health and Physical Education at Fort Valley State College in Georgia in 1967. He also earned a Masters Degree in Public Health Administration at the UNC School of Public Health in 1972 and a Law Degree at NCCU School of Law in 1980. He became a member of the N.C. State Bar in 1981.

Carey is a member of First Baptist Church and is married to Peggy A. Richmond and has four grown successful children and seven grandchildren.
