Eight divisions within the North Carolina Department of Administration provide services that manage the business side of state government, known as government operations. Council of State and Cabinet departments as well as independent state agencies depend on the Department of Administration to build their buildings, purchase their goods and services, and perform other business-related functions.
Government operations also includes motor fleet management, distribution of federal and state surplus property, the acquisition and disposition of all real property and the leasing of facilities throughout the state to assist agencies in better serving citizens.
In addition, the management area includes a centralized mail operation for state government that processes and delivers U.S. mail and interoffice mail for state offices in Wake County and handles courier mail services for state agencies, community colleges, public school systems, city and county governments and the university system in all 100 counties. Other government operations divisions are the Office for Historically Underutilized Businesses, which serves as an advocate for businesses owned by minorities, women and persons with disabilities and encourages the use of HUB vendors in state government procurement and contracting.
Speros Fleggas was appointed deputy secretary for government operations in the North Carolina Department of Administration in March 2006. In that capacity, he provides leadership and support for the area known as government operations.
