In an effort to handle scrap metal and items that we deem "Must View" more efficiently and seek competitive offers, the State Surplus Property Agency has developed a local Bid-Purchase program for these items accumulated at the state surplus warehouse at 6501 Chapel Hill Road, Raleigh, NC. 27607

How the Process Works

Scrap metal and "Must View" items will be accumulated in the scrap metal containment area or other designated area and, when available, advertised at the State Surplus Property Agency on a Bid-­Purchase bid. These bids will not be posted on the internet.

Advertisements will be posted on the bulletin board next to the SSPA Customer Service Window. Advertisements will be posted on Monday mornings at 9:00 AM when items become available.

Official Bid Sheets may be obtained at the SSPA Customer Service Window.

Potential bidders may view available items and place bids between 9:00 AM Monday - 1:00 PM Wednesday, the day of the bid opening.

Bids will be opened at 1:00 PM on Wednesday and the winning bidder posted on the bulletin board next to the SSPA Customer Service Window once bids are tabulated and the high bidder is verified eligible.

Tie bids will be decided by the flip of a coin. Multiple tie bids will be determined by a coin flipped for each bid and awarded to the bid with the odd facing coin.

Bidders may check the bulletin board or call the SSPA at 919-854-2160 to determine if they were the successful bidder after 3:00 PM on Wednesday.

Terms and Conditions of Bid-Purchase and “Must View” Sales

All bids must be submitted on the Official Bid document.

All bids must be signed.

A Driver's License or a picture identification card number must be provided.

All information submitted on a bid must be legible. Illegible bids will be rejected.

Bid amounts must be in even dollars. Cents will not be used in determining the bid amount. EXAMPLE: A bid amount of $ 650.99 will be read as $ 650.00.]

NO FAXED OR MAILED BIDS WILL BE ACCEPTED

Bids must be placed in the Bid-Purchase Bid Box in front of the SSPA General Property Sales Office.

DO NOT PLACE BIDS IN THE BID BOX NEXT TO THE CASHIER WINDOW

This bid box will state the bid opening date on the outside.

Identification must be presented and Payment must be received before any property will be released. Bid Purchase sales are "CASH ONLY"

The winning bidder must remove all items from the scrap containment area before 4:00 PM on Friday following the bid opening. Note: some items may have non-metal items attached and must be removed with the scrap metal. All items must be removed that are in the scrap metal containment area.

Any bidder failing to pay or remove all the items advertised within the allowed time will be placed in an ineligible bidder status for 90 days. No bids will be considered for any person in an ineligible bidder status.

If a successful bidder fails to pay for property and remove all items awarded before 4:00 PM on the Friday following the bid opening, the SSPA reserves the right to sell to the second highest bidder or by other authorized methods.

The successful bidder is responsible for loading. Assistance may be provided, when available, if prior arrangements have been made with the SSPA General Property Sales Manager. However, the winning bidder is ultimately responsible for removing the items within the time allowed.

The winning bidder assumes all risk associated with removing these items. The State Surplus Property Agency is not responsible for injuries or damages.

NO ON-LINE LIST WILL BE PROVIDED. PLEASE VISIT OR CALL THE SSPA WAREHOUSE TO DETERMINE IF ITEMS ARE AVAILABLE.
