HUB Program Eliminated by State Budget
We regret to inform you that the state budget enacted in July 2026 by the NC General Assembly eliminated the Office for Historically Underutilized Businesses. We sincerely appreciate the partnerships we have formed over the past 25+ years and the progress made to increase the number and types of businesses competing for government contracts across the state. The NC Small Business Enterprise Program will move to the Division of Purchase & Contract, with more details coming soon. We are grateful for your support during this transition.

Frequently Asked Questions About the Elimination of HUB
The 2026 state budget enacted by the North Carolina General Assembly eliminated the Office for Historically Underutilized Businesses (HUB). As of July 7, HUB programs and services are no longer available.
The NC Small Business Enterprise (NCSBE) is moving to the Division of Purchase & Contract. North Carolina remains committed to supporting small businesses. While this transition represents an administrative change for HUB firms, it is not the end of opportunities for the state’s small businesses.
State government contracts will no longer recognize HUB certifications. The Statewide Uniform Business Certification remains valid for use with participating local/city governments until their expiration date (unless otherwise notified).
A database of HUB vendors certified as of 7.7.2026 is on the NCSBE website.
Additional information will be provided in the coming months as the NC Small Business Enterprise (NCSBE) program transitions to Purchase & Contract. Vendors should continue to maintain accurate business information and watch for further announcements.
Yes, please! Eligible businesses may continue to pursue contracting opportunities with state agencies. Vendors should continue using the state’s procurement systems and monitor solicitations as usual.
Existing contracts remain in effect unless otherwise communicated by the awarding agency. Vendors should continue to fulfill contractual obligations.
Pending applications for HUB certifications will not be considered. However, pending NCSBE applications will continue in the review process. Applicants will receive additional information as it becomes available.
HUB certifications will not be renewed. Updated application and renewal instructions for NCSBE certification will be available in the coming months. Vendors should keep their contact information current.
