Submitting Grant Application
State Grants
The application period for 2025-2027 DV and SA state grants Year 1 has closed.
Approved applicants received a one-year contract with an option to renew in the second year of the fiscal biennium.
The application process included two steps:
Applicants completed the Grantee Supplemental Application form. The information in the applicable version of this form served as the primary component of the eligibility application and was uploaded to the EBS online grants management system.
A separate supplemental form was required for each program type (DV and SA) and for each county for which a separate award was requested.
The Grantee Profile section in EBS was required to be completed and certified. For existing state grantees with an established Grantee Profile, profiles were required to be updated and re-certified.
Completed applications (Grantee Profile with uploaded Grantee Supplemental Form(s)) were due for submission through EBS by May 9, 2025.

| Existing eligible grantees complete an abbreviated Year 2 renewal/update application. New applicants submit a full application. If deemed eligible and funded, new applicants will receive a one-year award for the upcoming fiscal year only (no renewal option). | Spring 2026 |

Accessing the Grant Management System
The Division for Women & Youth utilizes the Enterprise Business Service (EBS) Grants Management System. The system allows grantees & Division for Women and Youth staff to:
- Create and execute agreements
- Submit actual budget and budget change requests
- Submit expenditure and reimbursement reports
- Approve grant payments/reimbursements
- Monitor/track grant progress
- Conduct research and analysis
