The North Carolina Small Business Enterprise (NCSBE) Program was developed to help qualified small businesses compete for state government contracts. Any for-profit small business that meets all of the program criteria is eligible to participate in the NCSBE Program.

NCSBE Program Criteria:

  1. Headquartered in North Carolina
  2. Have an annual net income no greater than $1.5 million
  3. Have 100 or fewer employees.

Apply for Certification

Businesses that meet the eligibility requirements can apply for NCSBE certification through North Carolina’s electronic vendor portal, evp.nc.gov.

NEW Streamlined Certification Opportunity for Certified HUB Businesses

Eligible HUB-certified businesses have a one-time, fast-track window from October 26* through November 30 to become NCSBE certified.

If your for-profit business was HUB (Historically Underutilized Business) certified as of July 7, 2026, and you meet the NCSBE program criteria above, a simple digital confirmation is all you need to become NCSBE certified.
* Due to technical issues, the launch of the streamlined certification opportunity is delayed until October 26. We appreciate your patience.
