Report Fraud, Waste, or Abuse Involving the NC Department of Administration

The NC Department of Administration (DOA) Fraud, Waste, and Abuse Hotline is for concerns involving DOA employees, contractors, programs, grants, or misuse of DOA- managed state resources. 

Tips are a vital source of information for identifying potential fraud, waste, or abuse.  You may submit your tip anonymously or include your name and contact information. 

Before You Submit

This hotline is only for issues involving DOA. Before submitting a tip, please consider:  

  • Does your concern involve DOA?  

  • Does it relate to DOA’s misuse of state funds, property, or resources?  

  • Is it a concern about a DOA employee, contractor, vendor, or program?  

If you answered "No" to these questions, your concern may need to be reported to another agency or organization.  We want your tip to reach the right place so it can be addressed quickly. 

We investigate: 

  • Theft or misuse of DOA funds, equipment, vehicles, or other state property.  

  • Fraud involving DOA contracts or procurement.  

  • False invoices or billing for services not provided.  

  • Payroll or timesheet fraud.   

  • Misuse of state purchasing cards.  

  • Conflicts of interest or ethics violations.  

  • Abuse or misuse of state resources.  

  • Misuse of grant funds, which are administered by DOA agencies. 

  • Violation of laws or regulations pertaining to DOA programs.  

  • Other suspected fraud, waste, abuse, or misconduct involving DOA operations or resources. 

We do not investigate: 

  • Retail or consumer complaints (stores, online purchases, cashback offers, refunds, warranties, etc.)  

  • Private business disputes  

  • Banking or credit card fraud unrelated to DOA  

  • Identity theft  

  • Local government issues 

  • Complaints involving other North Carolina state agencies 

If your concern involves another North Carolina agency, please report it through that agency's fraud hotline or contact the agency directly.
