NCSBE Certification

The NCSBE Program was developed to help qualified small businesses compete for state government contracts. 

NCSBE Program Eligibility: Any for-profit small business that meets all of the following criteria is eligible to participate in the NCSBE Program. 

  1. Headquartered in North Carolina

  2. Has an annual net income no greater than $1.5 million

  3. Has 100 or fewer employees.

Apply for Certification

Businesses that meet the eligibility requirements can apply for NCSBE certification through North Carolina’s electronic Vendor Portal evp.nc.gov.

Streamlined Certification Opportunity for Certified HUB Businesses NEW

Eligible HUB-certified businesses have a one-time, fast-track window from October 15 through November 30 to become NC Small Business Enterprise (NCSBE) certified. 

If your for-profit business was HUB (Historically Underutilized Business) certified as of July 7, 2026, and you meet the NCSBE program criteria above, a simple digital confirmation is all you need to become NCSBE certified. 

Visit evp.nc.gov to register as a vendor in eVP, initiate an NCSBE certification request, and upload the required documents into the eVP system. NCSBE reviews can take up to 90 days to be completed from the time of a fully completed packet.
