Contract Covers
This contract covers the state’s normal requirements for medical, welding (industrial/commercial), and specialty gases. This contract covers standard size rental tanks only.
Mandatory Contract
This is a mandatory Statewide Term Contract for state agencies, departments, institutions, universities, and community colleges, unless exempted by North Carolina General Statute. Additionally, non-mandatory entities, including schools and local governments, that are allowed by general statute may use this contract.

Cylinder Rental
The cylinder rental for state accounts will be based on the daily cylinder rent fee. This rent fee will be applied to the actual number of cylinders in the possession of the state account on the last day of the month. This method of cylinder rental will charge the agency for only the actual number of days they have the cylinders in their possession.

Cylinder Inventory Management System
Vendors shall offer and provide a cylinder inventory system. If this service is determined to be unacceptable, the right is reserved to exempt an agency from this contract, and to bid the agency’s requirements separately. The cylinder inventory system is available at no charge, upon request by any large user. Cylinders are the property of the vendor, and state agencies shall return empty cylinders at the vendor’s expense. Deposits and payments for cylinders are not allowed.
Additional Cylinder Accessories
Vendors will offer a percentage discount off MSRP for cylinder accessories including regulators, valves, etc.

Arc3 Gases: 10.0%
Transportation Charges
All items are to be delivered FOB destination with all delivery / transportation charges billed in accordance with the following rates:
- Initial flat-fee delivery charge: $7.50
- Cylinder delivery charge: $2.50/cylinder
- Maximum total delivery charge: $22.00
Fuel surcharges are not allowed for any item under this contract.
Vendors will complete delivery within three (3) business days after receipt of a purchase order. Vendors shall arrange satisfactory delivery schedules with the various NC agencies to always ensure an adequate supply of cylinder gas.
Taxes
Prices do not include North Carolina sales or use tax.
Warranty
Vendors guarantee items offered to be free from all defects in material, packaging, and workmanship and agree to replace defective items promptly at no charge to the state based on the manufacturer’s standard warranty.
Substitutions
Substitutions are not permitted without prior approval of the Division of Purchase & Contract.
