Parking Assignments and Rates Are Changing

Two changes become effective in July to ensure there is adequate parking for state employees and to keep our parking structures safe. 

  1. Employee parking spaces will be unreserved effective Monday, July 7, 2025. Deck 65 and Lot 22, which respectively serve legislative and judiciary members and employees, will remain reserved. All other lots and decks will transition to unreserved on July 7, with more information included below.
  2. Monthly parking fees will increase by $5. This is the first increase in employee parking fees since 1979.

Beginning July 7, state employees will continue to park in their assigned deck or lot, but not a specific space. Instead, parking spaces will be available on a first-come, first-served basis. This also includes all temporary employees, contractors, and interns.

Employees should continue using their current hang tag to access their assigned parking deck or lot. Decks and lots transitioning to unreserved parking on July 7 include:

  • Decks 64, 75, 76 & 77
  • Lots 1, 3, 5, 18, 20, 25, 34, 38, 48 & 50

Deck 17: Deck 17 will close indefinitely beginning July 7 as renovations to the NC Museum of History continue. Employees currently assigned to Deck 17 will be reassigned to the nearest available surface lot or deck.

Lots 14, 34 & 35: These lots will be consolidated into a single lot, Lot 34, beginning July 7. Employees currently assigned to Lots 14, 34 or 35 will all be assigned to the new, consolidated Lot 34 beginning July 7. State Parking will contact current Lot 14 & 35 parkers to arrange pick up of their new hang tag. Will transition to unreserved parking beginning July 7.

Deck 77: Parking spots within the caged area of Deck 77 will remain reserved. Parking spots outside of the caged area will transition to unreserved parking beginning July 7.

Lot 5: The tandem parking spaces in Lot 5 will be eliminated. Drivers currently assigned to Lot 5 will remain assigned to Lot 5. (Employees who have been parking in Lot 5 who are currently assigned to another deck or lot must park in their assigned deck/lot.) Will transition to unreserved parking beginning July 7.

Deck 65: Will remain reserved for NC Legislative members and employees.

Lot 22: Will remain reserved for Judicial members and employees.

No. State employees are assigned parking in a specific deck/lot. Beginning July 7, employees may park in any space within their assigned deck/lot.

Each deck/lot has accessible parking spaces which require a special hang tag issued by State Parking. Employees who need accessible parking must check with their parking coordinator to ensure they currently have an accessible parking form on file with State Parking.

Employees who have an accessible parking form on file with State Parking will receive an email during the month of June with details about picking up their State Parking accessible hang tag. The accessible hang tag is to be displayed with the employee’s deck/lot hang tag. Beginning July 7, the new tag will allow those employees to park in any accessible space within their assigned deck/lot. It can only be used within the employee’s assigned deck/lot.

NOTE: A DMV-issued handicapped placard may not be used to park in an accessible State Parking space. Employees must request an accessible State Parking hang tag through State Parking.

Employees who park in a accessible space without displaying the accessible hang tag issued by State Parking will first receive a violation notice. After second notice, their hang tag will be blocked until such time they obtain an accessible hang tag from State Parking.

Beginning July 7, EV charging spaces, like other parking spaces in that deck/lot, will be available on a first-come, first-served basis to employees assigned to that parking facility. 

Employees are limited to four (4) hours of charging at a time per day.  State Parking EV spaces will be monitored to ensure charging time limits are followed. Drivers who violate the limit will: on first and second offense be given a ticket, and on third offense have their car towed and charging privileges permanently revoked. 

Monthly parking rates will increase by $5 effective July 1, 2025. For employees assigned to a surface lot, the new monthly rate will be $15 while employees assigned to a deck will pay $20 monthly.

The last time parking rates were increased was 1979. (Had parking rates kept pace with inflation, current monthly charges would range from $46 to $70.)

Even with the minor rate increase, parking fees for state employees are an exceptional bargain. The city of Raleigh recently implemented monthly fees of $60 to park in any one of the designated city-owned garages (all spaces first come, first served). Alternative parking in downtown Raleigh facilities range from $125 to $190 monthly.

Visitor Parking is currently available for $2/hour or $16/day Mondays through Fridays between 6 a.m. and 6 p.m.

Visitor parking rates will increase and hours will be extended to Sundays through Saturdays.

Parking is available in Visitor Lot 1 (Edenton and Wilmington streets), Visitor 2 (Deck 75), Visitor 3 (Deck 77) and Visitor Lot 4 (Lane and Wilmington streets).

We're running out of room. Recent construction and repurposed lots have eliminated approximately 1,100 parking spaces in the past three years. Under the current parking assignment structure, nearly all designated state employee parking spaces have been assigned. Without the changes, we will run out of spaces this July.

Unreserved parking is more efficient. More employees are using hybrid work schedules, leaving many assigned parking spaces empty much of the time. (In fact, approximately 75% of those spaces are vacant each day based on daily state parking audits.) Parking that is available on a first-come, first-served basis makes better use of limited space.

Funding is needed to keep parking structures well maintained. Additional parking fees are needed to fund ongoing maintenance to ensure current parking structures remain safe. Employee monthly parking rates will rise by $5. (Monthly parking fees were last adjusted in 1979 while costs to maintain parking facilities have continued to increase.) 

For a new source of revenue, state parking lots will begin to charge visitors for after hour and weekend parking. These changes should generate just enough funds to cover annual maintenance costs.
