HUB Program Eliminated by State Budget

We regret to inform you that the recent state budget enacted by the NC General Assembly eliminates the Office for Historically Underutilized Businesses. We sincerely appreciate the partnerships we have formed over the past 25+ years and the progress made to increase the number and types of businesses competing for government contracts across the state. The NC Small Business Enterprise Program will move to the Division of Purchase & Contract, with more details coming soon. We are grateful for your support during this transition. Pursuant to recent legislation enacted by the North Carolina General Assembly, the Office for Historically Underutilized Businesses (HUB) has been dissolved. Responsibility for certification and small business programs is transitioning in accordance with the legislative mandate. 

The Office has been dissolved; however, opportunities for small businesses to participate in state contracting continue. The State remains committed to supporting small businesses through the new framework established by law. 

Current HUB certifications remain valid until their expiration date unless otherwise notified. Vendors should continue to monitor official communications regarding future certification requirements and transition procedures. 

Additional guidance will be provided as the new Small Business Enterprise (SBE) certification process is implemented. Vendors should continue to maintain accurate business information and watch for official announcements. 

Yes. Eligible businesses may continue to pursue contracting opportunities with state agencies. Vendors should continue using the State’s procurement systems and monitor solicitations as usual. 

Existing contracts remain in effect unless otherwise communicated by the awarding agency. Vendors should continue fulfilling contractual obligations. 

Pending HUB applications will not be considered for HUB Certification. However, pending NCSBE Applications will continue in the review process. Applicants will receive additional information as it becomes available. 

HUB Certifications will not be renewed. Renewal instructions will be communicated once the transition process has been finalized. Vendors should ensure their contact information remains current. 

  • Continue monitoring official communications.

  • Maintain all required business documentation. 

  • Continue pursuing contracting opportunities. 

  • Respond promptly to any requests for additional information. 

State agencies will continue to comply with applicable laws and policies governing procurement. Additional guidance regarding participation goals and reporting requirements will be provided as the transition progresses.

This transition represents an administrative change for HUB Firms—not the end of opportunities for North Carolina’s small businesses. Vendors are encouraged to stay informed through official communications and continue participating in State procurement opportunities.
