• Driving Eligibility Certificate Eliminated: The NC General Assembly has eliminated the requirement for the Driving Eligibility Certificate (DEC) for teen drivers effective October 1, 2026, as outlined in SL2026-46. Students will no longer need DECs to obtain a driver's license. 
• Private schools are required to register with the NC Division of Non-Public Education. Registration is done by the filing of a Notice of Intent form.
• Guidance for private schools with multiple locations:
  • If the school has only one administrator, only submit one Notice of Intent to Operate, with all locations listed on that form. Private schools with separate administrators and multiple locations should complete a Notice of Intent to Operate for each campus. If a school is uncertain about how to add multiple locations through the online portal, they may email kristy.daughtry@doa.nc.gov to ensure their file is updated. The email should include the: name of school and a listing of each location, with physical addresses, along with current fire and sanitation inspections for each location.
  • Once the updates have been made the school will receive an email confirming that the additions to their school have been made.
