Domestic Violence Intervention Programs (DVIP)

In 2002, the NC Domestic Violence Commission was granted the authority to approve the domestic violence intervention programs (DVIP) utilized by the North Carolina court system.

As of 2025, there are 33 DVIP programs operating in 66 NC counties. Thirty-four counties are without a DVIP program.

Domestic violence intervention programs (DVIP) re-educate offenders about their behavior and helps them to develop new methods of interacting with intimate partners and family members to keep them safe.

Program Approval

The only approved training certificates for new providers are as follows:

  • Duluth Model
  • Emerge Model
  • Men Stopping Violence

There is a 2-part process of approval reviewed by the Domestic Violence Offender Management Committee: 

  1. Screening to ensure basic requirements met (application pages 2 and 3), including the following:
    • MOU with Victim Service Agency (VSA) in county where services are provided
    • Required training for staff
    • Letters of support
    • Screening must be passed to move on to review of P&P
  2. Review of P&P and other materials (application pages 4-10)

Application Due Dates

Applications wishing to be reviewed during the application period must be received by February 1 or August 1.

Review Period for Applications

Screenings and reviews completed during these time periods: 

  • February 1 to March 15
  • August 1 to September 15

Applications not meeting all requirements including necessary corrections at end of review period must re-submit at the next review period. 

Applications voted on by the Domestic Violence Commission at next commission meeting. 

Entities applying will be notified of their approval, denial, or need for clarification. Any deficiencies must be corrected before the application is approved.
